The caption above says, "Hello! Get me Moscow!" Castro had helped overthrow the Cuban government in 1959, and his openness to communist ideas got him the backing of the Soviet Union. The Monroe Doctrine, enacted in 1823, stated that no country of the Americas was to be colonized by any nation from another hemisphere. Many American politicians and journalists cited this doctrine to challenge Cuba's dependent relationship to the Soviet Union.
